국무부, 북한 고체 엔진실험에 “국제사회, 북한에 책임 묻는 일 도와야”…일본 안보 문서 개정엔 “환영∙협력 기대”

미국 국무부는 북한이 고출력 고체 엔진실험을 감행한 데 대해 국제사회가 북한에 책임을 묻는 일을 도와야 한다며 단합된 대응을 강조했습니다. 일본의 안보 문서 개정에 대해선 환영의 입장을 밝히며 미일 협력에 대한 기대감을 나타냈습니다. 함지하 기자가 보도합니다.

베단트 파텔 국무부 수석부대변인은 고출력 고체엔진 실험을 포함한 북한의 도발을 거듭 규탄했습니다.

파텔 부대변인은 16일 정례 브리핑에서 북한이 고체엔진에 대한 지상분출시험을 성공적으로 진행했다고 주장한 데 대한 논평 요청에 “해당 보도에 대해 구체적으로 언급할 내용은 없다”고 말했습니다.

그러면서도 “(바이든) 행정부 출범 이후 우리는 매우 분명한 입장을 취했고, 대륙간탄도미사일(ICBM) 발사를 포함한 다양한 탄도미사일 발사 등 북한의 여러 도발을 규탄해 왔다”고 지적했습니다.

[녹취: 파텔 부대변인] “I don’t have anything specific to offer on that reporting. But what I will say is that we have been very clear over the course of this administration and have condemned numerous provocations by the DPRK, including various ballistic missile launches, including ICBM missile tests. And we continue to call on the international community to aid in holding the DPRK accountable, and we also believe that these actions are irresponsible. They’re increasingly dangerous and they are destabilizing not only for the broader region but the world as well.”

파텔 부대변인은 “우리는 국제사회가 북한에 책임을 묻는 일에 도움을 줄 것을 계속 촉구한다”고 말했습니다.

이어 “우리는 또한 이러한 행동을 무책임하다고 여긴다”며 “북한은 점점 더 위험해지고 더 넓은 지역뿐 아니라 세계를 불안정하게 만든다”고 지적했습니다.

파텔 부대변인은 일본 정부가 적 공격에 대한 반격 능력 보유 명시 등 3대 안보 문서의 개정을 결정한 데 대한 논평 요청에는 환영의 입장을 표명했습니다.

[녹취: 파텔 부대변인] “As President Biden and Secretary Blinken have made clear including in our very own national security strategy, our alliances and partnerships are our most important strategic asset, and Japan’s new documents reshape the ability of our alliance to promote peace and protect the rules-based world order, not just in the Indo-Pacific but around the world as well.”

“바이든 대통령과 블링컨 국무장관이 미국 국가안보전략에서 밝힌 것처럼 우리의 동맹, 파트너 관계는 가장 중요한 전략적 자산이며, 일본의 새로운 문서는 인도태평양뿐 아니라 전 세계에서 평화를 촉진하고 규칙에 기반한 질서를 보호하는 동맹의 역량을 재구성한다”는 것입니다.

‘일본의 안보 문서 개정이 북한, 중국에 대한 미국의 압박으로 볼 수 있느냐’는 질문에는 즉답 대신 바이든 대통령과 시 주석이 (지난달) 주요 20개국(G20) 정상회의를 계기로 만났을 때 북한 문제를 논의한 사실을 거론했습니다.

[녹취: 파텔 부대변인] “When President Biden and President Xi had the opportunity to meet on the margins of the G20. They discussed… President Biden raised concerns about the DPRK’s provocative behavior and noted that all members of the international community including the PRC have a vested interest in acting responsibly. Beyond that I don’t have any specific updates to offer. I would just again note that we welcome Japan’s new national security strategy. And as President Biden and the secretary have been clear these kinds of alliances and partnerships are one of our most strategic assets. And we look forward to continuing to work with our Japanese partners on this.”

파텔 부대변인은 “ 바이든 대통령은 북한의 도발적 행동에 대한 우려를 제기하고 책임감 있게 행동하는 것이 중국을 포함한 국제사회 모든 나라들의 확정적 이익에 부합한다는 점을 강조했다”고 말했습니다.

이어 “그 외에 구체적으로 덧붙일 내용은 없다”며 “다시 한번 일본의 새로운 국가안보전략을 환영한다는 점을 언급하고 싶다”고 밝혔습니다.

아울러 “바이든 대통령과 블링컨 장관이 명확히 한 것처럼 이러한 동맹, 파트너 관계는 우리의 전략적 자산”이라며 “우리는 이와 관련해 동맹인 일본과 계속해서 협력하기를 고대한다”고 파텔 부대변인은 말했습니다.
